The term American exceptionaism was coined by the American communist party in the 1920s. Originally it was written about by a man called Alexis deTocqueVille (a French 19th century philosopher)
The term was not used to denote America as a better country than any other, it was just a phrase used at the time to portray what America was all about, if you fast forward to today's society you often hear the term 'the land of the bold and free'.
The term American exceptionailsm belongs to a time in the past, it can be applied to today but most people would put it into a different context than what it truly meant back in 1920.
I don't think it would be right to say a whole country is no longer exceptional, as America excels at some things and not others, we live in a global society and exceptionalism is seen all over the world not just on one continent.
